Madrid PE Conducts Contingency Planning and Resilience-Building Consultation

Hamoy encouraged the community to work together to come up with a contingency plan.  DAFA Col Joseph Jeremias Ciriclo C. Dator. PSC (PA) gave security situation update in Spain while Mr. Chester A. Diaz, GAD Focal Person discussed the geographic challenges & purpose of the consultation. The event was facilitated by ATN Officer Sharone D. Fajardo and Ms. Jocena J. Bolido.

The Philippine Embassy in Madrid conducted its Contingency Planning and Resilience-Building consultation with the Filipino Community in Spain and Andorra on 20 December 2025 at MOA Institute in Madrid.

The consultation with the Filipino Community was aimed at preparing for and mitigating the disproportionate risks and vulnerabilities that the Filipino community may face during emergency situations. The contingency readiness will help ensure the effective and coordinated assistance from the Philippine governments, Spanish authorities and Filipino community organization and will provide vital safety net for the community, as well as ensure that immediate and specific needs are addressed proactively.

The Embassy Assistance-to-Nationals (ATN) Section, through DFA’s OUMWA, and Gender and Development (GAD) Unit, in coordination with the Office of the Defense and Armed Forces Attaché (ODAFA), Migrant Workers Office-Overseas Workers Welfare Administration (MWO-OWWA) will come up with a General Contingency Booklet for the Filipino community.

Attended by all Embassy-registered Filipino community organizations, the Embassy also distributed Survival Go Bags to encourage the community to prepare the same for their members. The second phase of the said resilience-building activity is scheduled next year.
