Salinas administered the Donning of Ranks on Commander LEAH G ESTABILLO, PN, during the Flag Retreat Ceremony on 29 April 2016 at the Embassy’s Jardin Rizal. Commander Estabillo is undergoing the Public Spending Course at the Centro Estudios Superiores de Intendencias de la Armada (CESIA), Madrid.
Donning of Ranks is a military tradition wherein an officer, after having been promoted to the next higher rank, is recognized and further reminded of his/her higher responsibilities.
